What are societal needs that the sub-system have to fulfill?
The waste and materials section mainly considers the disposal of waste and the re-usage of materials. We will investigate whether the principles of cradle to cradle can be applied to this theme. General needs of this system are derived from the policy of the Texel government regarding materials and waste (Gemeente Texel, 2013).
- Disposal of waste, preferably separated in types of waste (e.g. plastic, compostable waste, etc.)
- Re-usage of collected waste
- Lowering the amount of waste production
- Camouflage of the waste collection systems to fit it in the landscape
- Prevention of waste disposal in nature
- Keeping the beaches clean (Gemeente Texel, 2007)
- Disposal of waste water (Gemeente Texel, 2008)
If we analyze the current policy on these six points, we come to the following conclusions.
- Waste disposal – Glass, compostable waste, paper, plastics and other wastes are collected separately or policy to collect it separately has been passed. The percentage of separation in Texel is about 50% compared to 61% in comparable districts.
- Waste Re-usage - For our cradle to cradle approach, it is specifically important to consider what is done with the waste after it has been collected. Texel aims to re-use 70% of its waste in 2020, which is lower than the general Dutch aim of 95 % by 2020 (Gemeente Texel, 2013).

- Waste collection systems camouflage – Plans for this are developed in the form of underground collecting systems which have to be finished by 2015.
